The National Police Agency announced on the 27th that it has prepared a plan to improve the driver's license test to enhance the safe driving skills of novice drivers. It is scheduled to be implemented in the second half of this year after revising the Road Traffic Act Enforcement Regulations and improving the facilities of driver's license test centers and driving schools.
The number of test questions will increase and the skills test will become more difficult. According to the improvement plan, the number of questions in the academic test will increase from the current 730 to 1,000. Recent safety enhancement laws such as the ban on retaliatory driving will be reflected, and matters related to pedestrian protection such as the ban on driving on sidewalks by two-wheeled vehicles, driving methods in child and elderly protection zones, and yielding to emergency vehicles will be added.
This reorganization is a measure taken in response to the increase in accidents caused by novice drivers and other side effects. The government previously simplified the driver's license test twice in 2010 and 2011 to reduce the burden on the people.
After the simplification, the passing rate for the on-site skills test increased significantly from 69.6% to 92.8%, while the passing rate for the road test decreased from 78.7% to 58.5%.
The traffic accident rate of those who obtained a learner's license after passing the skills test has been on the rise since the third year after simplification.
It is interpreted that the drivers' road driving skills have become insufficient as the skills test items have been drastically reduced.
The functional test has been extended from the current 50m course to over 300m and added 5 evaluation items: ▲left and right turns ▲signal intersections ▲slopes ▲forward acceleration ▲right-angle parking (T-course). It is expected to improve the road adaptability of novice drivers.
The number of evaluation items for road driving has been reduced from 87 to 59. Instead of deleting unnecessary items due to improved vehicle performance, such as ABS, it has been decided to add items that are absolutely necessary for safe driving, such as speeding in child protection zones.
However, the burden due to the improvement of the test system has been minimized.
The total mandatory education hours (13 hours) that must be completed at a driving school will remain the same, but the academic education that can be self-studied will be reduced from 5 hours to 3 hours, and the on-site skills test directly related to safe driving will be increased by 2 hours.
